Position will be responsible for the supervision, administrative management, and direction of the Physical Therapy department in the Physical Medicine and Rehabilitative Services line in the Carl Vinson VA Medical Center located in Dublin, Georgia. Incumbent functions independently with a wide degree of latitude in the overall management of the section with the scope of the Rehabilitation Service line and reports directly to the Chief of Physical Medicine and Rehabilitative Services. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/31/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Licensure: Current, full, active, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. English Language Proficiency: Be proficient in spoken and written English. Education and experience: (a) Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. OR (b) Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. OR (c) Doctorate degree in physical therapy. Note: Applicants must be a graduate from a degree program in physical therapy from an approved college or university approved by the Commission on Accreditation in Physical Therapy Education (CAPTE). Graduates of foreign physical therapy programs meet the educational requirement if they have a full unrestricted and current license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Supervisory Physical Therapist requires applicants to have one year of progressively complex experience equivalent to the GS-12 grade level. In addition, the applicant must clearly demonstrate the following knowledge, skills, abilities and other characteristics in their resume: 1. Knowledge of contemporary physical therapy across multiple areas of practice, and the demonstrated ability to apply this knowledge to provide clinical guidance to Staff PTs within the department. 2. Knowledge of human resources administration, including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance, and maintain effective labor management relations within scope of responsibility. 3. Ability to effectively supervise, direct, and manage a diverse physical therapy staff. 4. Skill in forging positive interpersonal relationships and conflict resolution. 5. Ability to analyze clinically appropriate data effectively to optimize quality, performance, and productivity within the section. 6. Ability to set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems. Provides information concerning the budget, equipment and staffing needs including workload statistics, forecasting, and preparing for outside survey visits. Approves or denies leave requests to ensure coverage is provided for Carl Vinson VAMC and the CBOCs. Develops, plans, and implements and assists in the planning, development, and implementation of various treatment programs for the PM&RS. Develops, plans, and implements monitors of quality of care (QM) with respect to PT services as part of the comprehensive health care services delivered to the patients within the medical center. Assures the cleanliness, maintenance, repairs, and successful operation of all PT equipment, treatment areas, and operational supplies. Actively supports and promotes all programs of PM&RS, including Acute Care, Outpatient Rehab, Inpatient Rehab, Community Living Centers, Home Based Primary Care, Wheelchair and advanced mobility clinic and Amputation Rehabilitation Program. Creates plans that actively support the achievement of organizational goals and ensures that staff understands their role in achieving those goals and related missions of the VA and the Rehabilitation Service Line. Recruits' candidates for employment, receives applications, conducts pre- employment interviews, and recommends appointments, advancements, promotions, or disciplinary action to the Professional Standards Board. Evaluates the rehab therapy staff work performances in conjunction with the respective professional liaisons.
